FISHERMAN FLATS, Monterey — October 29, 2026. Homeowners and residents in Fisherman Flats have a direct way to report disturbing aircraft noise associated with nearby Monterey Regional Airport. The Monterey Peninsula Airport District publishes an official Noise Comment Form and a separate Voluntary Fly Quiet Program. Together they explain how neighborhood complaints are recorded—and why airport staff cannot simply order a pilot to change a flight path.
What details does the official complaint form require?
The district’s online form asks for the complainant’s name, phone, email, physical address, date and time of the noise event, plus a description of the aircraft or noise. A resident who keeps a short log with exact times and observations can submit a more useful and traceable comment than one that provides only a general statement about aircraft activity.
The district says it documents and responds to community comments. Filing a complaint does not mean the airport has legally determined that a flight was prohibited or that there will be an immediate change in operating procedures.
Does Monterey have a nighttime flight curfew?
No legally enforceable airport curfew is described in the district’s policy. According to its published roles and responsibilities, Monterey Regional Airport operates 24 hours a day, and federal aviation officials, air traffic control and pilots retain authority over aircraft operations. The district says it cannot prohibit airlines or aircraft from flying during specified hours.
Its voluntary program nevertheless discourages nonexempt operations from midnight to 5 a.m. and recommends quieter operating techniques when safe and consistent with air-traffic instructions. Exceptions include emergencies, necessary military operations, commercial carriers and delays beyond reasonable control.
What about repeated practice flights?
The Fly Quiet guidance discourages touch-and-go and practice operations for turbojet and larger turboprop aircraft and recommends that other practice operations occur generally 8:30 a.m.–10 p.m. on weekdays and 9 a.m.–10 p.m. on weekends and holidays, subject to exemptions. These are recommendations, not guaranteed limits. Safety and air-traffic instructions override the voluntary practices.
Who is responsible for flight routes?
The airport district says that the Federal Aviation Administration and air traffic control manage airspace procedures and retain operational authority. Residents may also review the FAA’s public aircraft noise resources when asking about a flight procedure that the airport district cannot alter.
For questions about the airport’s voluntary program, the district lists its Operations Department at (831) 648-7000, extension 400. The official web form remains the direct channel for a specific noise event.
Why Fisherman Flats coverage is separate
Aircraft-noise reporting concerns aviation operations and federal authority; it is different from construction at the Garden Road–Olmsted Road roundabout and the neighborhood’s street-surface repair list.
